One of the quickest methods for procuring our software solutions is the SDVOSB Sole Source method. FAR 19.1406 allows sole source awards to SDVOSB concerns provided that:

• Only one SDVOSB can satisfy the requirement (Note: This does not mean the only source exists, but means that there is only one qualified "SDVOSB" that provides the service or solution);

• The award will be less than $3.5 Million; and

• The price is reasonable.

Note: GSA Schedules can be used to award a sole-source action.

Rule of Two: Under the Vets First rule, VA contracting officers must restrict competition to SDVOSB firms when they have reasonable expectation that two or more SDVOSB firms will respond to the solicitation and that award will be made at a fair market price. 

This method streamlines the acquisition process, reduces the risk of protests, and enables the award to be made in days or weeks versus months.
